    篇一:十二五医院人才队伍建设总结

    人民医院人才队伍建设十三五规划(2015-2020 年) 根据县人民医院制定的 2015-2020 年人力资源规划、医院 学科发展规划及目标,制定人才队伍建设。

     

    医院将人才队伍建设作为“科教兴院、人才强院”发展战 略的根本,坚持以人为本,用好现有人才,留住关键人才, 引进优秀人才,人才梯队建设是提升医院综合实力的决定性 因素,关系到医院的长足发展。

    1、指导思想 以科学发展观为指导,以加强高层次人才队伍建设为目 标,坚持引进与培养并重、人才队伍建设与学科建设互动的 方针,有计划引进一批高层次中青年技术骨干和学科带头 人,构建请进来施教、派出去进修的传帮带相结合的高端人 力培养模式,为巩固、发展、提高医院各学科(专业)优势, 为医院卫生事业全面发展提升智力保障。

    2、人才队伍建设的目标 医院“十二五”发展纲要确立了医院人才队伍的发展目标 是:建设一支德技双馨、精干高效的专业技术人才队伍,使 全院专业技术队伍年龄结构、 学历结构、 职称结构更趋合理。

    争取在五年内全院临床医疗人员本科学历从现在的 20%上 升至 60%,硕士研究生学历从现在的 0 上升至 2%,;五年内 培养和引进学科带头人 5-10 人。 力争在五年内全院临床医疗人员职称结构达到正高级职 称 2%,副高级职称 8%,中级职称 20%,初级职称 70%。

    3、以人为本,坚持“三个并重” (1)人才培养和使用并重 培养人才的目的是为了更好地使用人才,发挥其价值和潜 力。

    人才也只有在使用中才能更好地得到培养、 锻炼和提高。

    医院将在使用好现有人才的同时,将人才的培养摆上同等重 要位置,充分注重挖掘人才潜力,积极探索人尽其才的用人 机制,极力为优秀人才脱颖而出创造有利条件。

    不拘一格用人才。一是为现有的技术骨干、学科带头人提 供必要的科研和临床工作条件,为其发挥聪明才智、充分施 展才华创造条件;二是通过延聘、返聘等方式,充分发挥院 内老专家传帮带的作用;三是突破传统框架,大胆培养和启 用青年技术人员,有效解决人才断层、学科骨干趋于老龄化 的问题。

    加大继续教育工作。继续教育是培养人才的重要途径,从 政策、财力和时间上对现有人才给予了大力的支持:一是充 分发挥院内专家的传、帮、带、教作用;二是积极鼓励科室 内的小讲课。各科室每月都要组织 3-5 次科内小讲课,或坚 持进行疑难病例讨论、技术交流讲座等多种形式的学习;三 是聘请国内知名专家来院进行讲学和技术指导;四是实行住 院医师规范化培训制度。对新分配来院的临床、医技人员进 行住院医师规范化培训。本科生培训 3 年,硕士生及部分未 工作过研究生根据情况轮训 1 至 2 年不等;护理人员一般轮 转培训 3 个月到 1 年不等。全员继续教育合格率达到 100%。

    培养人才梯队分四个层次:①地区拔尖人才 ②县级拔尖 人才③各学科带头人 ④中青年全科医师培训使我院职称结 构更趋于合理化。

    建立人才发展基金。根据需要,医院每年拿出一定比例的 资金建立了人才基金。用于选派优秀医务人员到国内甚至国 外知名医院进修、学习和深造。学习内容以拟在本院开展的 新技术、新项目为主。医院要求每位外出人员学习回来后要 向全院讲授所学的内容、体会及外院一些先进的管理经验 等。医院也会对外出人员开展新技术情况进行评估。

    (2)引进与提高并重 在积极引进高层次、高素质人才和急需紧缺人才的同时, 为了使医院多出人才,早出人才,出好人才,医院还十分注 重将人才的引进和促其提高有机地结合起来。

    ①多形式,多渠道广纳贤才。医院成立了人才工作领导小 组,依据公开、平等、竞争、择优的原则,主动到各医学院 校或面向社会招纳贤才。确立人才引进的原则,即:本科生 选择进,硕士、博士人才优先进,紧缺人才随时进。

    ③每年度对新技术、新项目要进行评审和奖励。医院对自 选科研计划项目的成果鉴定和新技术、新项目验收给予经费 支持,对通过评审的予以奖励;支持职工撰写各类论文,按 论文等级予以奖励。

    目前,我国医院卫生体制的改革已经进入了深水期,医院尤其是公立医院正面临着新的挑战和机遇。在国家十三五规划背景下,医院要加强人才队伍建设,培训出一批具有较强专业技术和优质服务能力的人才,为医院的发展作出贡献。

    一、医院人才队伍建设现状

    1.高学历人才比例较低

    目前,我院多数员工的学历水平还处在较低水平,高学历人才比例较低,给医院人才队伍的建设带来了困难。目前医院在职员工有1112人,然而硕士只有109人,博士更是只有2人。其次,从职称方面来讲,医院职工中高级医生仅160人,正高35人,副高125人,高水平和高学历人才的缺失在一定程度上限制了医院的建设和发展。

    2.学科建设水平有待提高

    虽然我院的临床医疗科室较多,可供医院进行项目的研究和实践,但我院却严重缺乏在省内乃至在国内知名的学科研究带头人和经验丰富的临床专家,无法有序地开展医院的科研工作,这也是影响医院发展的一个重要原因。

    3.人才流失问题严重

    医院工作具有特殊性和医学的复杂性,许多人才在离开学校进入医院时要经过一段漫长的实习期和考核期,再加上目前在医院初级医生的福利待遇较低,使得一批青年人才离开医院另谋发展,对医院的发展造成了较大的打击。2014年,我院提出辞职的医务人员共有65人,2015年提出辞职的医务人员也仍然有51人,人才流失严重是医院在发展过程中急需解决的问题。

    4.人才队伍结构性矛盾突出

    医院人才队伍结构性矛盾突出在医院发展的过程中是一个十分严重的问题,极大制约了医院内部的工作效率。我院各级的临床医师职称结构不够合理,对临床医疗工作的开展产生了一定的影响。

    二、十三五医院人才队伍发展规划

    1.指导思想

    医院要以科学发展观为指导思想,以建设高水平人才队伍为基本目标。同时,医院还要坚持引进和培养人才并重、学科互动的人才建设指导方针,妥善制定发展计划,逐步引进高层次的技术骨干以及在各学科领域具有带头作用的教授。此外,医院还要建立施教与进修相结合的高端医学人才培养模式,定期对医院人才进行培训,巩固医院各专业的优势,从而为医院卫生事业的发展奠定良好的教育保障基础。

    2.建设目标

    医院要在十二五规划的基础上,重新确定十三五背景下医院人才队伍的建设目标。基于当前形势,医院要建立一支高效精干的医学专业技术人才队伍,给医院提供更多充满活力的人才资源,使医院的专业技术人才队伍的年龄结构和学历结构分布更加合理。

    3.建设思路

    (1)人才使用与培养并重。培养人才的目的是为了更好地使用人才,使人才为医院作出更大贡献,因此人才只有在使用中才能得到更好的锻炼和提高。医院要坚持人才使用和培养并重的原则,在培养人才的过程中尽可能挖掘出人才的潜力,并制定相关人才使用机制,给更多优秀的人才提供脱颖而出的机会,为医院创造更多的价值。同时,医院不能以学历和资历来作为评断人才的唯一标准,要不拘一格使用人才,为此,医院首先要为技术骨干和资深研究人员提供良好的科研环境和工作条件,使研究人员充分发挥自己的聪明才智。其次,医院还要积极突破传统的用人框架,大胆启用一些有才干的青年技术人员,加大对年轻人才的重视和培养力度,从而有效解决医院人才断层、技术骨干普遍老龄化的问题。最后,医院还要加强对人才队伍的继续教育工作,继续教育是培养医护方面人才的重要途径之一,医院必须要在时间、财力和政策上给予人才更多的支持。一方面,医院要充分利用院内专家的帮扶作用,让更多的人才以专家为师,在实践中得到更多的经验和知识。同时,要积极鼓励各个科室定期开展讲课,每月科室要组织三到五次的科室小讲课,讲课的内容可以围绕对医院现有的疑难病例进行讨论和研究,或者进行科室内的技术交流和形式指导学习;另一方面,医院还要规范住院医师的职业培训,对本科毕业生培训三年,部分未工作的研究生和硕士生则根据情况轮训一年到两年不等,其他护理人员也要轮训至少三个月,医院只有加大继续教育的力度,才能培养出越来越多的人才。

    (4)人才保障制度与建设同行。人才是医院发展的重要基石,医院要深化人事制度的改革,并进一步完善人才激励制度,只有这样才能充分发挥人才的作用。医院要建立完善的人才激励制度,在职级晋升、先进表彰和经费投入上给予更多的支持。医院可以定期进行同级人才的考核,表现好的工作人员可以优先获得推荐政府的特殊津贴、并且在一些重点学科的研究方面也会给予一定的支持,医院通过培养扶植一些具有发展潜力的年轻人才,从而真正建立完整的市场机制,并且通过科学合理的岗位分配制度来调动人才的工作积极性,使其更好的工作,让更多的优秀人才脱颖而出,促进医院更好的发展。

    医院是一个专业技术和科学技术极强的单位,人才是其生存和发展的重要保障,在国家十三五规划的背景下,医院要加快人事制度改革的步伐,加快医学专业技术人才的培养和队伍建设,从而真正建立一支专业素质强、职业道德素质高且富有竞争力的人才队伍。医院要提高人才的使用效率,以创新的管理理念来指导医学人才的培训管理工作,为医院的稳定发展奠定坚实的基础。
